Mr. Gilmer, of Georgia, who has been for some time in controversy with Gov. Forsyth in relation to a law of that State, regulating the mode of acceptance of the office of Representative to Congress, and whose seat in that body the Governor had declared vacant, has finally resigned. He thinks it is the wish of the people that a new election should be held, but still maintains his belief that the law in question is unconstitutional.
