RE: 2004-05 Legislative Salary Increases
SPA Increases
The 2004 session of the North Carolina General Assembly appropriated funds to support a salary increase for SPA employees (those classified as “Subject to the Personnel Act”). Full-time employees will receive an increase of 2.5% or $1,000 whichever is greater. A pro-rata amount applies for permanent part-time employees. Permanent full-time employees who work 9, 10, or 11 month work schedules will receive the 2.5% or $1,000 increase whichever is greater. Increases will be reflected in the August 2004 paychecks retroactive to July 1, 2004.
Eligible employees include those with a permanent, probationary, trainee, and time-limited appointment. Employees are eligible for the increase without consideration of performance ratings or disciplinary actions. The increase does not apply to employees who separated prior to July 1, 2004.
EPA Increases
Funds were appropriated to award increases to faculty and non-faculty EPA employees based on consideration of performance, to recognize merit, and to address salary inequities that may have arisen during a period of scarce resources for academic salaries.
Salary funds distributed to EPA employees shall include $1,000 as a minimum distribution with the following exceptions:
1. New EPA employees hired for 2004-2005 are exempt from this provision.
2. EPA continuing employees who have had salary increases because of retention, equity, or new assignments for 2004-2005 are exempt from this provision*; and
3. EPA employees who have fixed term contracts that have established 2004-2005 salaries are exempt from this provision*.
*Exceptions may be made at the discretion of the respective dean.
All salary increase funds above $1,000 shall be used only to address merit, market and equity issues. Increases will be reflected in the September 2004 paychecks retroactive to July 1, 2004.
Additional funds were provided through the local tuition increase to award increases to faculty and non-faculty EPA employees. These funds will be allocated based on market competitiveness and merit. Individual salary letters will outline the distribution of these funds and will be sent out in September prior to the September payday.
