In regulating smoking in campus facilities, Western Carolina University seeks to accommodate the reasonable interests of both smokers and non-smokers while protecting University facilities and furnishings. The 2007 Session of the General Assembly passed significant legislation aimed at protecting the public from the health risks of secondhand smoke by prohibiting smoking in buildings owned, leased, or occupied by state government. To this end, the following policies are amended to comply with these legislative mandates.
Smoking is defined as the use or possession of a lighted cigarette, lighted cigar, lighted pipe, or any other lighted tobacco product.
A. Smoking is prohibited in all WCU buildings effective January 1, 2008. Smoking rooms in residence halls that were permitted by G.S. 143-597(a)(6) must become smoke free effective beginning with the 2008-2009 academic year. Effective July 1, 2008, a smoke free perimeter of fifty feet from all buildings is in effect. This means that no smoking is allowed within fifty feet of any university building. Smoking receptacles will be removed from building entrances and placed beyond the building perimeter.
B. The Building Coordinator for each building is responsible to ensure that signs are posted in conspicuous areas of the building. The signs shall state that “smoking is prohibited” and may include the international “No Smoking” symbol, which consists of a pictorial representation of a burning cigarette enclosed in a red circle with a red bar across it.
C. Employees who leave their work stations to go outside the building must do so within the break time customarily allowed in State employment: fifteen minutes, twice a day.
D. Employees are encouraged to responsibly abide by this policy and to remind others that smoking is prohibited as stated above. Student offenders may be subject to a violation of the Code of Student Conduct. Employee offenders may be subject to disciplinary sanctions. Enforcement of this policy will be the responsibility of the entire campus community.
