Officer Carter is a native of Haywood County, North Carolina and graduated from Pisgah High School. Officer Carter attended Appalachian State University where he majored in Criminal Justice. Officer Carter received his Basic Law Enforcement Training from Haywood Community College and was employed in 2004 with the Waynesville Police Department in part-time capacities as a telecommunicator and police officer. Officer Carter also received specialized training in emergency medical services and swiftwater rescue techniques and works part-time for Haywood County Emergency Services. In 2006, Officer Carter joined the Western Carolina University (WCU) Police Department as a police officer. Officer Carter has received specialized training in many investigative skills including Computerized Voice Stress Analysis (CVSA), Interviews and Interrogations, Sexual Assault Investigation, Computer Forensic Investigations and Fraud and Financial Crimes Investigation.  Officer Carter is also certified as an instructor by the Law Enforcement Mobile Video Institute and a General Instructor with the North Carolina Criminal Justice Training & Standards Division. Officer Carter enjoys outdoor activities during his leisure time.
