Banner Payroll Updates

As previously announced:

Effective January 4, 2010, student or temporary employees paid on an hourly basis, will be moving from a monthly payroll to a bi-weekly payroll and will receive a paycheck every other Friday.  The pay received will be for the previous two weeks of work.  For example, the first pay check for the period January 4, 2010 through January 17, 2010 will be paid on January 29, 2010.

MANDATORY TRAINING FOR SUPERVISORS AND STUDENTS AND TEMPORARY EMPLOYEES WILL BE TAKING PLACE THE WEEK OF NOVEMBER 30TH, 2009.

The training will include an overview of:

  1. New procedures/timeline for paying these employees moving from a monthly pay to a bi-weekly pay
  2. Overview of the new bi-weekly timesheet
  3. The new bi-weekly schedule

Supervisors have received an individual invitation to attend a MANDATORY training session in Killian 104 on one of the days/times below.  If the day/time assigned is not convenient, please let Diana Catley at dcatley@wcu.edu know immediately so you can be assigned you to an alternate day/time.

  • Monday, November 30 from 1:30 a.m. - 2:30 p.m.
  • Monday, November 30 from 3:00 p.m. - 4:00 p.m.
  • Friday, December 4 from 9:00 a.m.- 10:00 p.m.
  • Friday, December 4 from 10:30 a.m. - 11:30 a.m.

ALL STUDENTS AND HOURLY EMPLOYEES are being asked to attend ONE OF THE MANDATORY Training sessions being offered on the days below at 10:00 - 11:00, 11:00 - 12:00, 12 noon - 1:00 and 4:00 - 5:00 in the Mountain Heritage Theatre.

  • Tuesday, December 1
  • Wednesday, December 2
  • Thursday, December 3

ALL STUDENT AND TEMPORARY EMPLOYEES MUST ATTEND ONE OF THESE TRAINING SESSIONS.

A COUPON WILL BE GIVEN TO ATTENDEES TO BE PRESENTED TO THEIR SUPERVISOR FOR PAYMENT FOR THE ONE HOUR TRAINING SESSION.

Faculty and Staff are asked to confirm a day/time with their student or temporary employees for attending the MANDATORY training.

UNC HR Payroll Project logoNovember 9, 2009

The University of North Carolina System has undertaken a series of projects collectively known as the University of North Carolina Finance Improvement and Transformation Project (UNC FIT).  One of the four major projects in this initiative involves a payroll system change away from the Office of State Controller Central Payroll system, currently utilized by Western Carolina University and eight other UNC campuses.  The Central Payroll system is more than 25 years old.  All other state agencies that were utilizing the service have already moved to the BEACON payroll system.

After a careful assessment of all available options, the UNC FIT committee reached the decision to transition all nine Central Payroll campuses to Banner Payroll, incorporating a new Shared Services Center environment.  UNC Pembroke agreed to serve as the pilot campus for this project with Western Carolina University and UNC Asheville to follow Pembroke’s successful implementation.

The Western Carolina University Banner Project team has been working on the planning and testing for implementation of Banner Payroll for several months.  Banner Payroll will be used by our campus to initiate payroll and the Shared Services Center will reconcile and manage the banking, benefit vendor premium remittances and tax administration for the nine campuses.

CHANGES WHICH WILL AFFECT THE CAMPUS:

  • The Payroll Process will be very different using Banner than it was using Central Payroll.  Information will be posted on the web to assist with changes in pay schedules and deadline dates for submission of paperwork.
    • Deadline dates for the receipt of paperwork in the Office of Human Resources and the Payroll Office will be necessary since payroll will be processed electronically within the Banner software program.  Payments on late paperwork will be delayed to the next payroll cycle.
    • Accuracy in paperwork submittals will be critical.  Incorrect or incomplete forms will be returned for corrections and could delay employee’s pay.
  • Employees will be responsible for communicating changes in their address, direct deposit and tax information to the Payroll and Human Resources Offices in a timely manner.
  • Eventually, employees will be able to utilize the self-service portal in MYCAT to view their pay stubs, W-2’s, benefits and deductions online just as permanent employees can do now with their leave balances.  Leave report employees are already using MYCAT Self-Service to report their leave.

WHAT THE IMPLEMENTATION TO BANNER WILL MEAN TO YOU:

  • Effective January 4, 2010, if you are a student or temporary employee paid on an hourly basis, you will be moving from a monthly payroll to a bi-weekly payroll.  This means that you will receive a paycheck every other Friday.  The pay you receive will be for the previous two weeks of work.  For example, your first pay check for the period January 4, 2010 through January 17, 2010 will be paid on January 29, 2010.
  • Effective April 1, 2010, if you are a permanent employee, you will continue to be paid on a monthly basis. There will be no change in your monthly pay or deductions.  As the schedule stands now, your first Banner processed paycheck will be paid on April 30, 2010. 
  • If you are a student or temporary employee paid a flat monthly amount (e.g., graduate assistant, flat-rate undergraduate or adjunct faculty), you will continue to be paid on a monthly basis.  However, effective June 2010, the monthly payments will change from mid-month to end of the month.

The student and temporary employment forms and procedures are changing.   Many staff members who prepare these documents have attended introductory meetings on these changes.  There will be further mandatory training for all employees and supervisors over the next few months. 

Student and temporary employees will be transitioning to reporting their time electronically through MYCAT.  Information and training sessions will be forthcoming.

FAQ’s, pay schedules and procedures will be posted here and further updates will continue to be communicated to the campus.
