All off-campus instructional activities concerning continuing education, except those so identified below, are the responsibility of the Division of Continuing Education and are to be coordinated through the Dean's office. The Dean of Continuing Education reports to the Vice Chancellor for Academic Affairs who is responsible for review and approval of all budgets and activities of the division.
Continuing education in the context of this memorandum is defined as encompassing:
Extension Instruction
This category refers to all off-campus instruction in degree-related extension courses and degree-related extension programs. Students enrolled for such instruction must meet regular admissions requirements of the University and may earn academic credit toward a degree offered by the University. The courses and programs offered at the Western Carolina University Center in Cherokee, by the UNC-Graduate Center in Asheville, by the Assistant to the Chancellor for WCU-Asheville Program, off-campus clinical experiences, and student teaching are specifically excluded from this definition of the responsibilities of the division.Public Service Programs
These programs are closely related, or integral to, instruction and research, but they serve individuals who are not enrolled as resident students or in extension instruction for academic or degree credit. They also may serve entities such as governmental units or other organizations. Since these programs do not carry academic credit and since they serve particular needs of individual groups and individuals, they may vary widely in format and scope and may include short courses, conferences, and workshops. In this context, certain on-campus courses and programs are also the responsibility of the Dean of Continuing Education. All such public service programs are the responsibility of the Dean of Continuing Education. The Dean of Continuing Education is also responsible for on-campus continuing education public service programs and will have sole responsibility, primary responsibility, or joint responsibility with the Dean of Summer School as appropriate to ensure that these programs are properly coordinated.
CEU Programs
All courses involving the award of Continuing Education Units (CEU's) are to be planned and implemented in cooperation with, and with the prior approval of, the Dean of Continuing Education, who is responsible for administering and maintaining records concerning CEU programs.
Units of the University that have identified individuals for particular responsibilities in the area of continuing education, with respect to the work of their units, should notify the Dean of Continuing Education of the names of these representatives and should direct them to coordinate their continuing education activities with the Dean.
All proposals involving continuing education should be communicated to the Dean of Continuing Education who will work with the appropriate individuals and the Vice Chancellor for Academic Affairs in order to determine the feasibility of the proposals and the manner in which they may be implemented.
